Universities fraud

I have a question as hec announced 50% marks in intermediate is mandatory for students to get admission in BS software engineering, computer science or Information technology. My marks in intermediate was 49.5% and university said me to get admission in associate degree and then continue in 5th semester but now I visit other universities and contact HEC but they said even if you done associate degree still 50% in intermediate mandatory. Now there is no option for me to continue graduation in computing and IT field. If university guide me at the time of admission that I repeat any subject and get 50% but they didn’t they just give me admission for some fee and It’s not just me there is a lot of students studying in computing and IT field with below than 50% marks and now how they give HEC approved degree to these students. Can I file a case on that university of ruin my future.
